NOTE: For a detailed discussion and review of "private lateral lines" and municipal incentive programs, please see entry in City Council Corner, dated December 3, 2016. A presentation (slides) is also in Council Corner, available alongside the right margin of the Home Page, below City Council Comments.
On January 12, 2017, the City of Gulfport submitted to both State Senator Rouson and State Representative Kathleen Peters a "State Appropriations Project Request -- FY 2017-18" for a "Private Lateral Lines Replacement Incentives Program." In the many discussions throughout Pinellas County (e.g., Wastewater/Sewer Task Force), Municipalities, Pinellas State Legislative Delegation and the Florida Department of Environmental Protection, it is clear that private lateral lines can be as old and deterioated as the city linear sewer lines. As Pinellas County and Cities fix linear lines, there is collective interest for assisting homeowners with some sort of support for fixing laterals. See the Pinellas Action plan briefing in City Council Comments.
I am pleased that as a City Council we agreed to seek State Legislative Appropriations ($127,500) for the development of a Gulfport Private Lateral Lines Incentives Program. I continue to update City Council on actions by the County and others. For now, it is important to note that we have not designed a lateral program as of yet (there are many varieties to choose from) and we won't until we know if we are successful with our funding request. This will also not be designed as an inspection mandate with real estate transactions.
Right now, to better ensure that the City of Gulfport's appropriations request is reviewed and gets an equal chance among all other requests submitted to legislators in Tallahassee, we need to reach out to our appropriations request sponsors: Florida Senator Darryl Rouson and Florida House Representative Kathleen Peters. Both have agreed to work towards supporting our request. If you feel that you'd like to support Gulfport's request for funding for a private laterals program, please contact both the Senator and Representative at your earliest convenience.
